IKULU:Taswira Mbalimbali za ziara Rasmi ya Rais Jakaya kikwete Ottawa,Canada

 Rais Jakaya Mrisho Kikwete akiwasili katika viwanja vya jumba la Rideau Hall jijini Ottawa, Canada, katika hatua yake ya kwanza ya  kuanza ziara rasmi ya siku mbili jijini  humo Jumatano Oktoba 4, 2012. Jumba hilo ndilo makazi  na ofisi rasmi ya Gavana Jenerali wa Canada tangia mwaka 1867 ambapo pamoja na kuishi humo pia hapo ndipo hutumika kwa kuwatunukia wananchi wa Canada waliofanya vyema, pa kupokelea wageni mashuhuri wa nchi za nje na pia ndipo anapofanyia shughuli zote za kitaifa akiwa kama mwakilishi wa Malkia wa Uingereza.
   Rais Jakaya Mrisho Kikwete akikagua gwaride rasmi katika viwanja vya jumba la Rideau Hall jijini Ottawa, Canada, katika hatua yake ya kwanza ya  ziara rasmi ya siku mbili jijini  humo Jumatano Oktoba 4, 2012. Jumba hilo ndilo makazi  na ofisi rasmi ya Gavana Jenerali wa Canada tangia mwaka 1867 ambapo pamoja na kuishi humo pia hapo ndipo hutumika kwa kuwatunukia wananchi wa Canada waliofanya vyema, pa kupokelea wageni mashuhuri wa nchi za nje na pia ndipo anapofanyia shughuli zote za kitaifa akiwa kama mwakilishi wa Malkia wa Uingereza.

Kilichomwangusha Sumaye Chatajwa

 SIASA za makundi ndani ya Chama Cha Mapinduzi (CCM), zimetajwa kuwa chanzo cha kuangushwa kwa Waziri Mkuu Mstaafu Frederick Sumaye katika nafasi ya Ujumbe wa Halmashauri Kuu ya CCM (Nec), kupitia Wilaya ya Hanang’ Mkoa wa Manyara.

 Sumaye ambaye anatajwa kuwa ana nia ya kugombea urais katika Uchaguzi Mkuu ujao, alishindwa na Dk Mary Nagu ambaye ni Waziri wa Nchi Ofisi ya Waziri Mkuu (Uwekezaji na Uwezeshaji).

Katika uchaguzi huo, Sumaye alipata kura 481 dhidi ya Nagu, aliyepata kura 648. Mbali na Sumaye, wajumbe wengine waliokuwa wakimuunga mkono akiwamo Mwenyekiti wa CCM wa wilaya hiyo, Goma Gwantu, pia walishindwa katika uchaguzi huo.

Dalili za kushindwa kwa Sumaye, ambaye alikuwa akiungwa mkono na wajumbe wa kamati ya siasa ya CCM wa wilaya hiyo, zilianza kuonekana wiki moja kabla ya uchaguzi huo. Kambi ya Dk Nagu ambayo inatajwa kwamba inaungwa mkono na kambi ya Waziri Mkuu Mstaafu, Edward Lowassa, ilionekana kuwa na “ushawishi” mkubwa katika vikao vya kamati ya siasa ya mkoa na kwenye Kamati Kuu ya CCM. Hali hiyo, ilitokana na ukweli kuwa Dk Nagu kama taratibu ambazo zilihitajika, hakupewa baraka na kamati ya siasa ya wilaya hiyo, kugombea kwa kile ambacho kilielezwa kukwepa mpasuko wa CCM Hanang' na pia kumpa heshima Sumaye.

Hata hivyo, habari zimeeleza kuwa tofauti na msimamo wa Kamati ya Siasa ya wilaya hiyo, Kamati ya Siasa ya Mkoa wa Manyara, ilionekana kumuunga mkono Dk Nagu hasa kutokana na ukweli kuwa karibu nusu ya wajumbe wa kamati hiyo walikuwa wagombea.

Kikao cha kamati ya siasa ya mkoa, licha ya kurejesha jina la Dk Nagu pia, kilipendekeza kuondolewa majina ya wagombea kadhaa katika wilaya ya Hanang' likiwamo jina la Mwenyekiti wa wilaya hiyo, Goma Gwaltu ambaye alikuwa kambi ya Sumaye.

 Taarifa za kupendekezwa kuondolewa majina ya wanaomuunga mkono Sumaye, zilitolewa na baadhi ya wajumbe wa Wilaya ya Hanang’, lakini hata hivyo, Katibu wa CCM Mkoa wa Manyara, Ndeng'aso Ndekubali alizikanusha. “Kamati ya siasa ya mkoa ni kikao cha siri na nadhani ni mapema mno kulalamikia suala hilo, ni vyema wakasubiri uamuzi wa juu, ” alisema Ndekubali. Hata baada ya kurejeshwa majina na Nec, ilibainika kuwa wagombea ambao Kamati ya Siasa ya Wilaya hiyo, iliwapa alama za chini, wamerejeshwa katika mchakato wa uchaguzi.

 Dalili za kuanguka Sumaye, pia zilijionyesha siku ya kupiga kura, ukumbini na nje ya ukumbi kutokana na wajumbe waliokuwa wanamuunga mkono Dk Nagu kuwa na uhakika mkubwa wa ushindi. Wakati wa kujieleza ili aombe kura, Sumaye ambaye alionekana kama tayari amebaini nguvu ya Dk Nagu, alieleza kushangazwa na uamuzi wa Dk Nagu kugombea nafasi hiyo, hali ya kuwa ni waziri.

Sumaye, pia alikemea kile alichodai kuwa ni rushwa kwenye chaguzi za CCM na kuahidi kama akichaguliwa, angeshirikiana na viongozi wenzake kuhakikisha anawachukulia hatua kali watoa rushwa. Awali Dk Nagu katika maelezo yake, alitumia fursa ya kuomba kura kukanusha kuwa anatumiwa na kundi la Lowassa ili kumkwamisha Sumaye.

Dk Nagu alifafanua kuwa yeye kama Mbunge wa Hanang’ na Waziri, kamwe hawezi kutumiwa na kundi fulani kwa masilahi ya makundi kwani hata yeye ana sifa za kuchaguliwa. Wakati wa maswali, Dk Nagu hakuulizwa wakati Sumaye aliulizwa maswali matatu ambayo aliyajibu kwa ufasaha, lakini hakuchaguliwa.

 Mwenyekiti wa CCM aliyeshindwa, Goma Gwaltu, alieleza kupinga mambo kadhaa yaliyokiukwa katika uchaguzi, lakini hata hivyo, alisisitiza kujiandaa kutoa tamko rasmi. “Nitazungumza siku si nyingi kuelezea uchaguzi huu,” alisema Gwaltu.

Naye Sumaye kwa upande wake, alisema anakusudia kuzungumzia yaliyojiri katika uchaguzi huo hivi karibuni. “Naomba uwe na subira, nitawaita wanahabari na tutazungumza. Leo (jana) nimepigiwa simu na waandishi kama 50, wote nimewaambia kuwa nitazungumza siku chache zijazo,” alisema Sumaye.

Mbunge wa Viti Maalumu Chadema, Rose Kamili ambaye kwa muda mrefu alikuwa diwani kwa tiketi ya CCM kabla ya kuhamia Chadema, alieleza kuwa Sumaye aliangushwa kwa nguvu ya fedha. Alisema kuwa kitendo cha Sumaye kutajwa kuwa anataka kuwania urais katika uchaguzi ujao ndiyo sababu ya kutoswa katika uchaguzi huo ili kupunguza ushindani. Kwa upande wake Gwaltu alisema kilichomwangusha Sumaye ni makundi ya urais katika uchaguzi mkuu ujao.

Alisema kuwa makundi hayo ambayo yameanza kujipanga kwa ajili ya kushinda katika kinyang’anyiro cha kuwania urais, yalifanya kila njia kuhakikisha kuwa Sumaye hapenyi katika hatua hiyo, lengo likiwa ni kufanya upinzani kuwa mdogo 2015.

Kada mkongwe wa chama hicho ambaye pia ni Diwani wa Kata ya Basotu, Samwel Kawoga alisema kuwa makundi hayo yalianza kuonekana wazi siku chache kabla ya kufanyika kwa uchaguzi huo. Alisema kuwa makundi hayo ni pamoja na yale yanayoongozwa na makada wa chama hicho wanaoutaka urais na mengine ni yale yanayoibuka kila unapofanyika uchaguzi ndani ya chama hicho.

Statement By Hon Dkt Emmanuel Nchimbi Minister of Home Affairs of the United Republic of Tanzania during the 63rd Session of the Executive Committee of UNHCR Geneva, Swirtzerland on 2nd October, 2012

 Chairperson, Allow me at the outset, to thank you for the manner in which you are conducting the proceedings of this session, and my delegation remains confident that under your able guidance the meeting will reach its successful conclusion.

 We also thank the United Nations High Commissioner for Refugees H.E Mr. Antonio Gutteres, for his comprehensive opening statement that has enabled us to grasp the complex issues which the UN Agency is dealing with. Let me take this opportunity to congratulate Azerbaijan and the Republic of Rwanda for joining the EXCOM family. Chairperson, My delegation associates itself with the statement made by the distinguished representative of the Kingdom of Morocco on behalf of the African Group on the basis of which we wish to draw our unique country experience.

 In the wake of contemporary challenges facing the Institution of Asylum in the United Republic of Tanzania, which continues to host about 100,000 Refugees mostly from DRC and Burundi, it is imperative at this juncture to express on behalf of my delegation, our sincere sense of appreciation for the co-operation and support provided by the office of the High Commissioner (UNHCR) in our joint efforts of addressing various refugee challenges in Tanzania. Last month’s visit to Tanzania by the Assistant High Commissioner (Protection) Madam Erika Feller is indeed a reflection of that commitment and dedication by the office in seeking durable solutions.

Chairperson, Last year in September, the government of the United Republic of Tanzania in collaboration with the office of the High Commissioner conducted an in-depth Refugee Interview Process in Mtabila camp whose main objective was to identify refugees who were in continued need of international protection. After extensive processes of these interviews and appeals, which were conducted in full adherence to International Refugee Law, International Law and International Humanitarian Law, some 2,400 Refugees were identified to be in continuing need of international protection.

 These were relocated from Mtabila to another camp. The rest of the refugees, some 38,050 persons, were found to be no longer in need of international protection, and hence, have been given the opportunity up to 31st December 2012 to return to their country of origin, in line with the decision by the Tripartite Commission meeting held in Bujumbura, February 2012. Chairperson, It was on the basis of the outcome of the indepth interviews that my government having exploited all avenues, made a decision with effect from 1st August 2012, to unilaterally invoke the cessation clauses with respect to the 38,050 Burundian refugees residing at Mtabila refugee camp.

 Chairperson, As a host nation, the United Republic of Tanzania has pursued her obligation as stipulated by the Convention in providing asylum to those in need and it is on the basis of this that my delegation is calling for all stakeholders to join hands in ensuring that the 38,050 refugees whose status as refugees has indeed ceased to exist, are returned to their country by 31st December, 2012. Chairperson, On the question of the 1972 Burundian caseload, whose grant of citizenship has, and continues to be a subject of contentious debate at both the International and the national stages, the government of Tanzania, is fully analyzing and consulting on this issue with a view to coming up with a solution that will be favourable to both the refugees and the state. The issue has yet to be finalized by the Cabinet in view of finding the best integration solution by accommodating the interests of all concerned parties.

 Chairperson In concluding, I wish to commend the International Community, in particular the Donor Community for its generous support over the years that has allowed us to discharge our obligations as a host state. We also acknowledge the support and co-operation of the UNHCR country Team, World Food Programme (W.F.P), International Organization for Migration (IOM), United Nations Development Programme (UNDP) and the NGO Community in addressing various humanitarian challenges in my country. The United Republic of Tanzania will continue to keep her doors open to genuine and credible asylum seekers and refugees seeking sanctuary in Tanzania in pursuant to the 1951 Convention.
